Does Tulum have a sewage problem? Yes. The best current evidence says the problem is still structural: wastewater contamination remains visible in the groundwater system even while the main monitored beaches generally pass bacteriological swimming tests.

The key distinction is between what happens underground and what tourists see at the shoreline. Tulum can have contaminated groundwater, sewage-derived nutrients moving toward the Caribbean, and at the same time have beaches that are suitable for swimming on the days they are tested.

Tulum’s growth outran its sewer network. The coastal hotel zone became a major international tourism corridor before complete centralized sanitary drainage was in place, and sewer expansion is still catching up in newer urban areas.

The Bicentenario wastewater-treatment plant is important, but it does not solve the collection problem. Its planned expansion from roughly 120 to 240 liters per second increases treatment capacity, yet sewage from buildings outside the municipal network never reaches the plant in the first place.

That leaves Tulum unusually dependent on private treatment plants, septic systems and other onsite solutions. These can work, but performance depends on dozens or hundreds of separate operators in a region where highly permeable limestone gives poorly treated wastewater an easy route into the aquifer.

The contamination evidence is not built around one old study. Researchers have repeatedly found fecal bacteria in cenotes, wastewater-related chemicals in cave groundwater, sewage-derived nitrogen along the coast and, more recently, E. coli, antibiotic-resistant bacteria and emerging contaminants across the Playa del Carmen–Tulum aquifer.

The freshest broad monitoring is difficult to wave away. Centinelas del Agua reported in 2026 that Tulum and Playa del Carmen showed the highest groundwater-pollution concentrations among the areas it monitors in Quintana Roo, based on a network of more than 200 wells, cenotes, lagoons, springs and marine sites.

The fact that beaches still pass official tests is not contradictory. COFEPRIS beach monitoring is designed around immediate recreational bacterial risk, while groundwater studies track a wider underground system and pollutants that can move, dilute and persist differently.

Infrastructure is improving, but the environmental outcome has not clearly turned yet. New drainage, pumping and treatment work shows that authorities are addressing the right problems; current groundwater measurements still show why it is too early to call the issue fixed.

For tourists, the practical conclusion is more limited than the broader environmental one: the main monitored beaches are not currently showing a general sewage-swimming crisis, while cenotes deserve more location-specific caution. For property buyers, wastewater infrastructure should be treated as a real due-diligence issue, especially in developments relying on private treatment.

Why are people still asking whether Tulum has a sewage problem?

Tulum still has a sewage problem today because the latest groundwater evidence shows that wastewater contamination remains widespread enough to be a current issue, not just a leftover controversy from Tulum’s early development boom.

The strongest recent evidence comes from Centinelas del Agua. In a 2026 update, the organization said it had monitored more than 200 wells, cenotes, coastal lagoons, springs and marine sites across Quintana Roo. Its director identified Tulum and Playa del Carmen as the areas with the highest concentrations of groundwater pollution in the state, with elevated contamination also appearing in coastal springs.

That finding lands on top of a much longer scientific record. Researchers have detected fecal bacteria in cenotes around Tulum, wastewater-related compounds in underground cave systems beneath the area, and sewage-derived nitrogen along the Tulum coastline. More recent peer-reviewed research on cenotes between Playa del Carmen and Tulum has again found fecal coliforms, E. coli and other human-related contaminants.

The difficult part is understanding where that pollution sits. Someone can swim at a Tulum beach that passes its bacteriological test while contaminated groundwater moves underneath the same region. Tulum’s geology allows both things to be true at once.

Did Tulum grow too fast for its sewer system?

Yes. Tulum’s construction and tourism boom ran ahead of sewer expansion, and too much of the destination still sits outside a complete centralized wastewater network.

CAPA, Quintana Roo’s water and sewer authority, operates sewer lines, pumping stations and the Bicentenario wastewater-treatment plant. Several established parts of urban Tulum are connected to that infrastructure.

Coverage becomes much more uneven as we move through newer neighborhoods and the coastal tourism corridor.

The gap has been visible for years. In 2019, CAPA presented a proposed sanitary-drainage network for Tulum’s coastal hotel zone with an estimated cost of roughly MXN 148 million. The project existed precisely because the zone lacked the centralized infrastructure that its scale of tourism would normally require.

Years later, that weakness had not disappeared. Quintana Roo’s tourism secretary publicly described sanitary drainage as one of the basic infrastructure deficiencies still affecting Tulum’s hotel zone. Recent developments have also continued proposing their own wastewater-treatment facilities because municipal drainage is unavailable at the site.

The timing is revealing. By the time CAPA was presenting a major sewer proposal for the coastal hotel zone in 2019, that corridor was already one of Mexico’s most famous tourism districts. Basic wastewater infrastructure was being planned after much of the demand already existed.

The same pattern appeared inland as development spread through areas such as La Veleta. A first phase of sewer work there, worth roughly MXN 12.6 million, was designed to serve about 3,200 residents. CAPA has also tendered sewer rehabilitation in Ciudad Chemuyil and carried out planning work around pumping infrastructure serving new developments.

A recent 2026 scientific paper on pollution in karst aquifers adds another layer. Researchers studying cenotes in the Yucatán Peninsula found that urban expansion was associated with multi-contaminant pressure, including microbial contaminants linked to faulty or leaking sewage infrastructure.

Tulum has functioning municipal sanitation infrastructure, but large parts of the city grew before that infrastructure caught up.

Doesn’t Tulum’s Bicentenario treatment plant solve the sewage problem?

No. Bicentenario is a major part of Tulum’s sanitation system, but a wastewater plant cannot treat sewage that never reaches it.

Tulum’s Bicentenario wastewater-treatment plant originally had around 120 liters per second of installed capacity. CAPA later launched a project to expand the plant from 120 to 240 liters per second, effectively planning for a doubling of capacity.

That is substantial infrastructure. It also shows how much wastewater demand has grown.

The plant has continued receiving work. CAPA tendered equipment for a second pretreatment line in 2025, after earlier expansion projects covering water treatment and sludge management.

Yet treatment capacity tells us surprisingly little about wastewater that stays outside the municipal collection system.

A hotel with its own plant, an apartment project using an onsite treatment system or a property relying on septic infrastructure can generate wastewater without sending one liter to Bicentenario. Sewer connections and pumping capacity therefore have to expand alongside the treatment plant.

Are Tulum’s cenotes actually contaminated by sewage?

Yes. Fecal contamination has been measured directly in cenotes around Tulum, and newer research from the wider Playa del Carmen–Tulum corridor shows that the problem extends beyond one old sampling campaign.

A University of Quintana Roo study sampled five cenotes around Tulum during the rainy season. Fecal coliforms appeared in every cenote tested, while E. coli ranged from 14 to 130 most-probable-number units per 100 milliliters. The researchers found that the E. coli concentrations exceeded the ecological water-quality criteria they applied.

Five cenotes cannot represent every cave and swimming hole in Tulum. Still, the result becomes much harder to dismiss when we compare it with newer work.

A peer-reviewed investigation published in 2025 sampled ten cenotes and one submarine groundwater-discharge site in the Great Mayan Aquifer between Playa del Carmen and Tulum. Fecal coliform concentrations reached as high as 5,432 CFU per 100 milliliters, while E. coli reached 1,800 CFU per 100 milliliters. Five cenotes exceeded the U.S. EPA recreational-water advisory level used by the researchers, and four exceeded the Mexican beach-water benchmark they used for comparison.

The same study also detected antibiotic-resistant E. coli strains in nine cenotes and identified PFAS compounds at several sites.

These datasets were collected at different places and times, so we should not combine them into one contamination rate. But fecal pollution has now appeared repeatedly when researchers sample this aquifer.

How can Tulum’s sewage disappear underground so easily?

Tulum’s limestone makes sewage pollution unusually difficult to contain because water can move through cracks, caves and underground channels with relatively little natural filtration.

There are almost no conventional surface rivers across this part of the Yucatán Peninsula. Rainwater moves into the limestone and recharges the aquifer below. Cenotes are openings into that same groundwater system rather than isolated ponds.

In a region with thick soil and less permeable rock, wastewater leaking near the surface may move slowly enough for physical, chemical and biological processes to remove part of the contamination. Tulum’s fractured karst offers much faster pathways.

A 2021 groundwater study of the Yucatán Peninsula described this high surface-to-groundwater connectivity as a major contamination risk. More recent research has reached the same conclusion, noting that microbial contaminants from leaking sewage infrastructure can move rapidly through karst.

This also explains why a contaminated cenote does not identify one obvious culprit. Groundwater can carry pollution away from the original building, septic installation or treatment failure before it appears somewhere else.

Is there proof that Tulum sewage actually reaches the Caribbean Sea?

Yes. Researchers have found chemical evidence that wastewater-derived nitrogen reaches Tulum’s coastal ecosystem through groundwater.

One of the clearest studies analyzed nutrients and stable nitrogen isotopes in coastal water and turtle grass along the Mexican Caribbean. Tulum was among the sites where nutrient concentrations exceeded ecological water-quality criteria, and the nitrogen-isotope signature pointed toward sewage as a source.

The method is useful because researchers are not simply finding nitrogen and guessing where it came from. Stable isotopes can help distinguish nitrogen linked to human sewage from other potential sources.

The researchers concluded that Tulum was receiving sewage-derived nitrogen loading and recommended better regulation, treatment and disposal of wastewater.

Older research beneath Tulum also detected pharmaceuticals and personal-care compounds used as indicators of sewage contamination in flooded cave systems.

Across microbiology, chemical tracers and nutrient analysis, several independent methods point toward wastewater moving through the aquifer and into the coastal environment.

Why do Tulum’s beaches still test clean if sewage reaches the coast?

Tulum’s monitored beaches can pass swimming tests because coastal beach testing measures a much narrower and more immediate risk than groundwater research.

The latest federal COFEPRIS summer monitoring program analyzed 2,279 water samples from 289 Mexican beaches. Of those, 284 were classified as suitable for recreational use. The five failures were elsewhere in Mexico, leaving Tulum outside the list of beaches considered unsafe.

Tulum’s municipal monitoring also tests certified beaches for enterococci, bacteria used as an indicator of fecal contamination. Published results have generally placed monitored Tulum beaches comfortably inside the required limit.

Those results tell us that the common image of tourists constantly swimming through raw sewage is badly exaggerated.

Groundwater studies are asking another question. Researchers looking for nitrate, nitrogen isotopes, pharmaceuticals, PFAS or fecal bacteria in cenotes are tracking contamination across an underground system and over longer periods.

Dilution matters too. Polluted groundwater reaching a huge marine environment can create measurable nutrient loading without producing high enterococci concentrations at every beach sampling point.

Are septic tanks and private treatment plants Tulum’s weak point?

They are one of the biggest weak points because Tulum relies heavily on decentralized wastewater systems in places where the geology leaves little room for failure.

Private wastewater treatment can work very well. Plenty of hotels and residential developments operate treatment plants precisely because they lack a municipal sewer connection.

The difficulty comes from scale and supervision.

A centralized municipal plant concentrates treatment at one facility with professional operators, standardized equipment and public oversight. Tulum’s decentralized model spreads that responsibility among many individual hotels, condominiums and businesses.

Each site then has its own equipment, maintenance schedule, operator, sludge-handling process and treatment performance.

Septic systems create another concern. They can work adequately when designed for the right soil, wastewater volume and groundwater conditions. Tulum’s highly permeable limestone and shallow aquifer make poor design, overloading or weak maintenance much less forgiving.

This is still relevant to new development. Recent environmental filings for hotel projects around Tulum have proposed dedicated wastewater-treatment plants specifically because municipal drainage is unavailable.

Are Tulum hotels actually dumping untreated sewage underground?

Some serious illegal or improper discharges have been documented, although the evidence does not support treating every Tulum hotel as an illegal dumper.

One particularly revealing incident involved a tanker at the Bicentenario treatment site. Video showed gray and black wastewater being improperly discharged onto the ground. CAPA filed a formal complaint and authorities investigated the event.

Federal environmental inspectors have also documented violations at individual tourism properties. In one enforcement case, Profepa reported finding a PVC pipe from a Tulum hotel discharging wastewater toward the beach.

Cases like these prove that improper disposal has happened. They do not tell us how common it is across the entire hotel sector.

The larger case against Tulum’s wastewater system does not depend on assuming mass illegal dumping because groundwater monitoring, fecal bacteria, chemical tracers and nutrient studies already show contamination at a much broader level.

How bad is Tulum’s groundwater contamination right now?

Tulum currently looks like one of Quintana Roo’s groundwater trouble spots, which is the strongest reason we cannot describe the sewage issue as fixed.

Centinelas del Agua’s recent 2026 assessment is especially useful because it covers more than 200 monitoring sites rather than one cenote or one neighborhood. The network includes wells, cenotes, coastal lagoons, springs and marine sites.

According to the organization’s director, Tulum and Playa del Carmen currently show the highest concentrations of groundwater contamination among the areas it monitors in Quintana Roo. Elevated contamination has also been detected in coastal springs.

That result is striking because wastewater warnings around Tulum are already more than a decade old.

Researchers were finding sewage-indicator compounds in flooded caves beneath Tulum around 2010. Later work found sewage-derived nitrogen along the coast. Tulum cenote sampling found fecal contamination. Recent studies in the wider corridor have added E. coli, antibiotic-resistant bacteria and emerging contaminants.

These studies do not all measure the same pollutant. That is actually useful: several independent methods, across different years and locations, keep detecting human contamination in the same connected aquifer.

Is Tulum’s sewage problem worse than elsewhere in the Riviera Maya?

Tulum appears to be among the worst current groundwater hotspots, although wastewater contamination runs through much of the rapidly developed Riviera Maya.

Playa del Carmen is the obvious comparison. Centinelas del Agua’s latest monitoring puts Playa del Carmen alongside Tulum for the highest groundwater-pollution concentrations in Quintana Roo.

Scientific evidence also shows contamination across the wider coastal aquifer. The 2025 study of ten cenotes between Playa del Carmen and Tulum detected fecal coliforms in almost every sampled system and E. coli in most of them. Several cenotes used for recreation crossed the bacterial thresholds used by researchers for comparison.

This makes sense geographically. Playa del Carmen, Akumal and Tulum sit over the same broad karst system and have all experienced intense tourism and urban development.

Tulum still stands out because several pressures overlap there: exceptional development speed, incomplete conventional drainage in the coastal hotel district, widespread private wastewater treatment and direct connection to a large cave network.

Is Tulum’s condo boom adding to the sewage problem?

Yes, new condos can add pressure to Tulum’s sewage system whenever construction adds residents faster than sewer collection and treatment expand.

Every occupied apartment produces wastewater. A 150-unit development filled with residents and vacation renters can therefore create a substantial daily treatment requirement even if the building looks environmentally modern from the outside.

The key question is what happens to that wastewater after someone flushes the toilet.

A condo connected to a functioning sewer that has enough downstream capacity presents a very different risk from a development depending entirely on its own treatment plant or onsite disposal system.

Tulum’s rules allow developments beyond sewer coverage to use authorized wastewater solutions, and the state has procedures for determining whether new projects can connect to public water and sanitation infrastructure. Those requirements are important, but they do not make every treatment system equally reliable once a property reaches full occupancy.

For property buyers, wastewater deserves the same level of due diligence as title, HOA costs and construction quality. We would want to know the plant’s designed capacity, actual occupancy assumptions, operator, maintenance contract, recent laboratory results, sludge-disposal process and final destination of treated effluent.

Is Tulum’s sewage problem finally getting better?

Tulum is spending money on the right infrastructure, but the latest water-quality evidence still gives us more proof of ongoing repair than proof of recovery.

There has been genuine progress.

Bicentenario has gone through expansion work aimed at taking capacity from roughly 120 to 240 liters per second. CAPA has continued investing in pretreatment equipment. Sewer rehabilitation has moved forward in places such as Ciudad Chemuyil, while La Veleta has received new drainage infrastructure. Planning around pumping stations and connections for expanding developments is also continuing.

Those projects improve the system piece by piece.

The outcome data remain less encouraging. Recent monitoring still identifies Tulum among Quintana Roo’s most contaminated groundwater areas. Parts of the coastal tourism zone still lack conventional sanitary drainage. Newly proposed developments continue needing private wastewater infrastructure because public connections are unavailable.

For now, we can reasonably say that Tulum’s sanitation infrastructure is getting better without claiming that Tulum’s groundwater has clearly recovered.

Should tourists worry about swimming at Tulum beaches today?

Tourists do not currently have good evidence for avoiding Tulum’s main monitored beaches because of sewage, although cenotes deserve more location-specific caution.

The latest COFEPRIS national monitoring classified 284 of 289 tested Mexican beaches as suitable for recreational use. Tulum was not among the beaches that failed.

That is the most relevant evidence for someone deciding whether to swim in the Caribbean today.

Conditions can still change after heavy rain, infrastructure failures or localized discharges, so no coastal test is a permanent guarantee. But presenting Tulum’s beaches as broadly unsafe because groundwater contamination exists would go beyond the evidence.

Cenotes are harder to generalize about.

We have direct research showing elevated E. coli in some cenotes around Tulum and elsewhere in the Playa del Carmen–Tulum aquifer. Conditions vary enormously from one cenote to another, and Mexico does not have the same standardized nationwide recreational-water monitoring system for every inland cenote that it uses for popular beaches.

What would convince us that Tulum has fixed its sewage problem?

Tulum will have fixed the sewage problem when cleaner groundwater shows up in repeated measurements, not when another treatment plant or sewer project gets announced.

Infrastructure still matters enormously. We would want substantially broader sewer coverage, enough pumping capacity to move the wastewater, sufficient treatment capacity at Bicentenario, reliable private systems where centralized drainage remains impractical, and controlled disposal of sludge and tanker waste.

The real test sits underground.

Researchers would need to repeatedly sample the same wells, cenotes, cave systems and coastal springs and find that fecal indicators, wastewater-related nutrients and other human contaminants are falling across several years.

Coastal measurements should move in the same direction. We would want the existing good beach-bacteria results to be accompanied by declining sewage-derived nutrient signatures in groundwater and nearshore ecosystems.

Tulum is not there yet.

So, does Tulum really have a sewage problem?

Yes. Tulum still has a serious sewage problem today, and the strongest evidence now comes from contaminated groundwater rather than from dramatic stories about visibly dirty beaches.

Tulum’s growth outran sewer construction. The coastal hotel district still lacks complete centralized sanitary drainage. New sewer projects and treatment upgrades are still being built. Private treatment systems remain necessary in parts of the destination.

Then we can look directly at the water.

Researchers have detected fecal bacteria in Tulum cenotes, sewage-indicator chemicals in underground caves, sewage-derived nitrogen along the coast and newer microbial contamination across the Playa del Carmen–Tulum aquifer. Most importantly, recent monitoring covering more than 200 sites still places Tulum among Quintana Roo’s worst areas for groundwater contamination.

The current beach data give us one important limitation to that conclusion. COFEPRIS continues to find Tulum’s monitored beaches suitable for recreational swimming, so claims that the destination’s beaches are generally full of raw sewage are not supported by the best available evidence.

The broader sewage problem is much harder to dismiss. Wastewater is still finding its way into a highly vulnerable underground water system, while sewer expansion is still catching up with development that already happened.

Tulum has made real infrastructure progress and may eventually reverse the trend. Today, though, the water measurements say the job is unfinished.

The final judgment is straightforward: Tulum does have a sewage problem, and it remains structural rather than anecdotal.

OUR METHODOLOGY

This analysis tests whether Tulum still has a sewage problem today by separating the issue into several parts: groundwater contamination, cenote contamination, coastal impacts, sewer coverage, treatment capacity, decentralized wastewater systems, enforcement records and immediate beach-swimming conditions. We assessed those dimensions independently first, then looked at where the evidence converged.

We prioritized the freshest and most direct evidence available. Current groundwater monitoring was used to judge whether the problem persists today, while official infrastructure and procurement records were used to understand sewer coverage, pumping and treatment capacity. Peer-reviewed studies were used to establish contamination pathways and measured environmental outcomes, and older research was kept only where it documented a mechanism or long-running pattern that newer evidence still supports.

We did not combine different studies into one contamination score. Fecal coliforms, E. coli, nitrogen isotopes, pharmaceuticals, PFAS, official beach bacteria tests and infrastructure records answer different questions. The analysis gives more weight to repeated environmental measurements when judging whether the underlying problem persists, while infrastructure investment is treated as evidence of progress rather than proof that groundwater quality has already recovered.

We also kept apparently conflicting evidence visible. A Tulum beach that passes a COFEPRIS or municipal bacteriological test is meaningful evidence about immediate recreational conditions at that location and time. It does not establish the condition of the aquifer beneath the region. Likewise, the expansion of the Bicentenario plant is meaningful sanitation progress, but it cannot treat wastewater from properties that remain outside the municipal collection network.
