SUMMARY
Yes. Newer buildings are safer on average in Medellín, particularly large projects approved under the stronger controls introduced after the Space collapse.
The useful dividing line is not simply “new versus old.” For large developments, the post-2017 regime is more meaningful because qualifying projects gained independent structural review, independent technical supervision and a Technical Occupancy Certificate.
That does not make a recent tower automatically safe. Space, Continental Towers and Bernavento were all relatively modern developments when serious structural problems emerged, which is a pretty strong warning against judging a building by its age or appearance.
Site conditions can outweigh a modest difference in construction year. Medellín's steep slopes, variable soils, groundwater and retaining structures mean that a technically demanding hillside project may deserve more scrutiny than an older building on simpler ground.
A Technical Occupancy Certificate is one of the strongest documents a buyer can ask for when it applies. It shows that an independent technical supervisor formally verified that construction followed the approved structural and geotechnical documentation.
There is also a sweet spot between brand-new and old. A relatively recent post-2017 building with several years of clean operating history gives buyers both modern regulatory protection and enough time for settlement, leaks, recurring cracks or drainage failures to have appeared.
Older buildings have one advantage that new projects cannot manufacture: history. Twenty uneventful years of rainfall, maintenance, soil movement and normal loading can sometimes tell us more than a glossy technical presentation for a tower delivered six months ago.
Price and neighborhood prestige are weak safety indicators. An expensive apartment in El Poblado may have excellent engineering, but luxury projects can also involve steep sites, deep basements, retaining walls, pools and complicated structural geometry.
Maintenance becomes increasingly important as a building ages. A newer condominium that keeps postponing drainage, waterproofing or structural repairs can lose its original advantage, while an older building with healthy reserves and disciplined maintenance can remain a strong candidate.
If we had to choose with no information beyond age, we would pick the newer building. Once the technical file, soil conditions, inspection history and maintenance record are available, however, those factors deserve much more weight than the construction date alone.
Are newer buildings actually safer in Medellín?
Newer buildings in Medellín are safer on average, especially large projects approved under the tougher rules introduced after the Space disaster.
That advantage is real, but building age alone tells us surprisingly little. A recent tower benefits from newer seismic standards, independent structural review, technical supervision and, for qualifying projects, a Technical Occupancy Certificate. An older building may lack some of those protections.
Medellín's own history stops us from making the shortcut too simple. Space, Continental Towers and Bernavento were all relatively modern residential developments when serious structural problems emerged. Their failures showed that recent construction can still go badly wrong when the design, foundations, execution or oversight fail.
The useful distinction today is between buildings with strong technical evidence and buildings where buyers are mostly relying on appearance, price and age.

Did the Space collapse actually change how Medellín buildings are checked?
Yes, and this is probably the strongest reason to prefer a newer large apartment project in Medellín today.
Colombia already had NSR-10, its modern earthquake-resistant construction code, when Space collapsed in 2013. The disaster exposed a problem that went beyond writing better seismic rules: mistakes also had to be caught during design and construction.
Law 1796 of 2016 strengthened that control. For projects reaching 2,000 square metres of constructed area, the system generally requires independent technical supervision, while qualifying structural designs also go through independent review. The tougher occupation regime applies to projects whose licence applications were formally filed from July 2017 onward.
The Ministry of Housing's current guidance confirms that framework. For qualifying buildings, an independent technical supervisor issues the Technical Occupancy Certificate after checking that the foundations, structure and relevant non-structural elements were built according to the approved structural and geotechnical documents.
That gives post-2017 large projects a genuine advantage over otherwise similar buildings from the previous generation.

Does a new Medellín tower meet better earthquake standards than an old one?
Usually yes, although “new” needs some context because Colombia's seismic rules have improved in several stages rather than through one clean cutoff.
NSR-10 has governed Colombian seismic-resistant construction since 2010 and has subsequently been amended. A major modification came through Decree 1401 of 2023, later corrected by Decree 1580. The Ministry of Housing currently says the national advisory commission is working on another update to NSR-10 to incorporate newer seismic-engineering knowledge and better reflect conditions across Colombia.
A tower designed recently therefore starts from a more modern engineering baseline than one designed several decades ago.
The advantage is strongest when the comparison spans different regulatory generations. The difference between a building from the 1980s and one approved recently can be substantial. The difference between two well-engineered buildings completed only a few years apart may be much smaller.
And seismic regulation aims primarily to reduce the risk of catastrophic failure and protect life. Calling a recent Medellín building “earthquake-proof” would go much further than the code itself does.

Is 2017 the most useful cutoff when buying an apartment in Medellín?
For large apartment developments, 2017 is more useful than vague labels such as “new building” or “less than ten years old.”
The reason is regulatory rather than cosmetic. The post-2017 regime added a stronger independent-supervision and occupation-certification process for qualifying projects.
Imagine two similar high-rise developments. One went through licensing before those provisions applied. It may have been excellently engineered, but today's buyer cannot automatically assume it received the same independent checks.
A comparable project filed under the newer regime should leave a clearer documentary trail: structural review where required, independent technical supervision and the Technical Occupancy Certificate.
That does not make 2016 buildings dangerous or 2018 buildings automatically safe. It simply gives buyers a better line to investigate.
If we had to choose between two otherwise indistinguishable Medellín towers using only the approval era, we would prefer the one clearly covered by the tougher post-2017 framework.

Is the soil underneath a Medellín building more important than its age?
Sometimes, yes. Medellín's terrain can easily become more important than a ten-year difference in construction dates.
The city stretches across the Valle de Aburrá and climbs steeply onto surrounding slopes. Buildings therefore sit on very different soil profiles and can require very different foundations, retaining structures and drainage systems.
That is especially relevant in hillside parts of El Poblado, where large projects may involve deep excavations, underground parking levels, piles or caissons, substantial retaining walls and complicated groundwater management.
Medellín's latest planning work still treats local seismic and geotechnical conditions as an area requiring further refinement. Recent municipal planning documents say the harmonised 2019 seismic microzonation study for the Valle de Aburrá still needs formal adoption through the required regulatory process. The same documents call for additional work as geotechnical information and regional seismic models improve.
So when we compare a recent tower on a technically demanding slope with an older building on straightforward ground, construction year cannot settle the question.

Are newer hillside buildings in El Poblado safer?
A well-engineered new hillside building in El Poblado can be very safe, but the site often makes these projects more complicated than their modern appearance suggests.
Developers build on steep land because views and scarcity support high property values. The engineering may consequently include retaining walls, multi-level basements, deep foundations and permanent drainage infrastructure.
Modern modelling and geotechnical design help enormously. The trade-off is that more systems have to keep working after residents move in.
Drainage is a good example. A well-designed hillside development can still develop problems years later if water-management systems are neglected, drains become blocked or slope conditions change.
For that reason, condominium management deserves more attention in hillside projects than many buyers give it. A recent tower with poor maintenance can lose part of its original technical advantage surprisingly quickly.

Can a brand-new Medellín building still have a serious structural problem?
Yes. Today's rules make a serious defect less likely to pass unnoticed, although no approval system can eliminate design errors or bad construction completely.
This is exactly why Colombia now requires independent controls for larger projects. A structural design can be wrong. A correct design can also be built incorrectly. Materials can fail specifications, reinforcement can be misplaced, foundations can depart from the geotechnical design, and undocumented changes can happen on site.
Independent review addresses part of the design risk. Independent technical supervision addresses the execution risk.
The useful question for buyers is very concrete: who designed the structure, who reviewed it, who supervised construction, and what documents did those professionals ultimately sign?
A salesperson saying that a building “complies with NSR-10” gives us far less information than the actual technical file.
Does an expensive apartment in El Poblado mean a safer building?
No. Medellín property prices tell us much more about location, views, land scarcity and amenities than about structural reliability.
Space is the obvious historical warning. The complex stood in El Poblado and targeted the upper end of Medellín's residential market. Continental Towers was another upscale development in the same part of the city.
High-end buildings can certainly have advantages. Large developers may employ experienced engineering teams, and affluent condominiums can usually afford preventive maintenance and expensive repairs.
Luxury projects can also be technically ambitious. Tall structures, irregular architecture, steep plots, swimming pools, large basements and extensive retaining systems all increase the amount of engineering that has to be done correctly.
So we would never pay a “safety premium” simply because an apartment is expensive or because the building sits in El Poblado.

Are tall new towers riskier than Medellín's older low-rise buildings?
Height alone does not make a Medellín building dangerous, although tall towers leave less room for casual assumptions about safety.
Modern structural codes explicitly account for the way taller buildings respond to earthquakes. Engineers model lateral forces, deformation, structural irregularities and foundation behaviour rather than simply making the same building taller.
A properly designed high-rise can therefore perform very well.
What changes with height is the value of competent engineering and independent checks. More complex structures make design review, construction supervision and geotechnical work more important.
This is another reason a buyer looking at a large modern tower should ask for technical documentation rather than treating height itself as a red flag.
What does the Technical Occupancy Certificate actually tell a Medellín buyer?
For a qualifying recent project, the Technical Occupancy Certificate is one of the best pieces of structural evidence a buyer can obtain.
The Ministry of Housing describes the certificate clearly. For projects of at least 2,000 square metres covered by the post-2017 regime, the independent technical supervisor issues it after the foundations, structure and relevant non-structural elements have been completed.
The supervisor certifies that the building received the required technical supervision and that construction followed the structural, geotechnical and technical plans approved under NSR-10 and the construction licence.
The certificate cannot predict how owners will maintain the building 20 years later, and it does not guarantee that no defect could ever exist.
Its real value is simpler: somebody independent of the builder had a formal responsibility to verify that the qualifying project was actually constructed according to its approved engineering.

What developers and sellers promise that you should never pay for
A twelve percent return with no source behind it, and a handover date on a project that has not reached its punto de equilibrio. What a promise is worth without a contract, and what to ask for.
Can buyers actually check whether a Medellín building is safe?
Buyers can uncover a lot before purchasing, and the difference between basic due diligence and serious due diligence is huge.
For a newer large project, we would first establish when the construction licence was filed and whether the project falls under the post-2017 independent-supervision regime.
The Technical Occupancy Certificate should then be checked when applicable, along with the structural and geotechnical documentation available for the project.
Condominium records are particularly useful once a building has been occupied. Meeting minutes can reveal recurring cracks, water ingress, settlement, retaining-wall work, engineering investigations, disputes with the developer or large unexpected repair bills.
Municipal information can also matter. Medellín's DAGRD has a specialised seismic-risk and structural-damage team, and the city periodically monitors buildings where structural problems have already been identified.
That work is still active. Recent municipal notices show DAGRD continuing to inspect individual buildings when structural or other physical-risk concerns are reported.
When the paperwork or the visible condition raises a genuine concern, an independent structural engineer is far more useful than another property viewing.
Should cracks scare you away from a Medellín apartment?
Most cracks should trigger questions rather than panic, because cracking ranges from harmless finishes to evidence of structural movement.
Fine cracks in plaster or masonry occur in many concrete apartment buildings. The more serious cases usually involve the pattern, location and evolution of the cracking.
Cracks through structural columns, beams, slabs or retaining elements deserve much more attention. So do progressive diagonal cracks, visible deformation, widespread door misalignment or cracking that keeps widening.
Water can provide another clue. Persistent basement infiltration may only be a waterproofing problem, but recurring water around hillside retaining structures deserves a closer look at drainage and ground conditions.
This is one area where we would avoid making confident judgments from photographs. Comparing dated photographs, reading maintenance records and asking an engineer whether the crack is structural can turn an alarming visual clue into something measurable.
How to spot hidden problems when you visit a property in Medellín
This city is built on a slope over covered creeks, and since the Space tower came down people ask who built it before they ask the price. Retaining walls, cracks, damp, and what each one means.
Can an older Medellín building be safer than a new one?
Absolutely. A well-documented older building with a clean structural history can be a better purchase than a recent development with unclear engineering or unresolved defects.
Older buildings lose points because they were designed under earlier standards and have had more time to deteriorate. They gain something newer buildings cannot offer: operating history.
A 20-year-old tower has been through thousands of days of rainfall, soil movement, maintenance cycles and normal structural loading. Recurring settlement, persistent leaks, serious cracking or retaining-wall problems have had time to reveal themselves.
A one-year-old building offers far less evidence.
Older buildings can also be structurally strengthened. When that happens, we care about the engineering assessment, retrofit design, construction records and verification of the work rather than the word “reinforced” in a sales description.
Continental Towers provides the extreme counterexample. Earlier assessments had considered reinforcement possible, but a later Medellín-commissioned study found the deterioration had reached a point where reinforcement could no longer safely solve the problem. The tower was ultimately demolished.
Age works in both directions: older structures have more deterioration risk, but they also give us more history to examine.
Is maintenance starting to matter more than construction year?
Once a Medellín building has been occupied for several years, maintenance becomes a major part of the safety picture.
Concrete structures can last a very long time, but water intrusion, corrosion, neglected joints, damaged waterproofing and poorly maintained drainage gradually change their condition.
Hillside buildings add another layer. Basement pumps, drainage channels and retaining systems need to keep functioning long after the developer hands over the property.
Condominium finances consequently tell us more than they first appear to. Buildings that consistently postpone waterproofing, drainage or structural repairs may be creating future problems simply because owners do not want higher monthly fees or special assessments.
A slightly older building with healthy reserves and a strong maintenance record can therefore look considerably better than a newer condominium that keeps deferring expensive work.
The unwritten rules of negotiating and making an offer in Medellín
There is a price locals are quoted and a price that follows a foreign accent, and how long a flat has sat tells you more than the number. How far below asking people go, and what to write down.
Is informal construction a bigger safety issue in Medellín than old apartment towers?
Yes. Across Medellín as a whole, the gap between engineered and unengineered construction is much more important than the difference between a 15-year-old and a five-year-old formal apartment building.
The city's building stock ranges from large professionally engineered towers to homes that have been expanded floor by floor over many years.
Medellín's disaster-risk authorities have repeatedly identified buildings constructed or altered outside the full seismic-resistant framework as an important part of the city's vulnerability.
This distinction gets lost when people ask whether “old Medellín buildings” are dangerous.
A legally designed apartment tower from an earlier code generation may still have structural plans, foundations designed by engineers and decades of normal performance. An incrementally expanded structure without equivalent engineering sits in a completely different category even if both buildings are the same age.
For investors comparing conventional apartments in El Poblado, Laureles or similar formal markets, this citywide risk should provide context rather than distort the comparison.
Is Medellín's earthquake-risk map finished?
No. Medellín understands its seismic risk far better than it did in previous decades, but the city's own current planning documents say the local model still needs more work.
A major harmonisation of seismic microzonation across the Valle de Aburrá was completed in 2019. It gives authorities and engineers better information about how local geological conditions can change earthquake behaviour across the metropolitan area.
Medellín's latest planning documentation says those harmonised results still need to be formally adopted by decree after the required national technical approval.
The city also calls for additional investigation to update seismic-hazard modelling as regional earthquake data, geotechnical studies and databases improve.
At the national level, the process is moving too. The Ministry of Housing says work continues on another update to NSR-10.
None of this means today's buildings are being designed blindly. Seismic engineering keeps improving, which gives newer construction a modest advantage but also makes it hard to treat today's framework as the final possible standard.

Some construction problems take time to appear. Settlement develops gradually. Waterproofing defects may become obvious only after repeated wet seasons. Residents discover recurring cracks, drainage failures and façade problems after living in the property.
A building that is several years old can combine two useful things: the tougher modern regulatory framework and enough operating history for important defects to have surfaced.
That makes relatively recent, proven buildings particularly interesting. We get much of the regulatory advantage of new construction without being the first owners to discover how the building behaves.
What should you check before choosing a newer building in Medellín?
The construction year should start the investigation, while the final decision should come from the building's technical history.
For recent qualifying towers, we would put heavy weight on the applicable seismic code, independent structural review, independent technical supervision and Technical Occupancy Certificate.
Next comes the site. A straightforward urban plot and a steep hillside development should never be treated as equivalent simply because both towers were built in the same year. Geotechnical studies, foundations, retaining structures and drainage become much more important on difficult terrain.
Then we would look at what residents have already experienced: settlement, recurring cracking, major leaks, engineering studies, unusual structural repairs and disputes involving the developer.
The professionals behind the building deserve attention too. Developer history helps, although the structural designer, geotechnical engineer, independent reviewer and technical supervisor are closer to the actual safety question.

So, are newer buildings safer in Medellín?
Yes. If we compare two Medellín buildings with no other information, we would choose the newer one because modern seismic standards and the post-Space oversight system give it better odds.
That conclusion becomes less automatic once we can inspect the actual properties.
The strongest category today is probably a relatively recent large building covered by the tougher post-2017 rules, with a verifiable Technical Occupancy Certificate where required, solid geotechnical documentation and several years of clean operating history. That combination gives us both modern regulatory protection and evidence that the building behaves normally in real life.
An older tower can still beat a newer one. Good engineering, stable ground, careful maintenance and a long history without abnormal structural problems can outweigh a modest difference in construction year.
So newer buildings deserve a safety premium in Medellín, but buyers should never pay for that premium on age alone. The technical file, the ground underneath the building and its actual history tell us far more.
OUR METHODOLOGY
We treated this as a question about what actually changes the evidence of structural safety, rather than assuming that newer automatically means safer. The analysis separates building age from the regulatory generation, independent design and construction controls, geotechnical conditions, maintenance, documented failures and actual operating history.
We gave the most weight to evidence directly connected to structural design, construction, foundations, soil conditions, independent verification and observed building performance. Price, neighbourhood prestige, height and appearance received much less weight because they are weak proxies for structural quality.
The regulatory comparison is anchored in Colombia's seismic-resistant construction framework, including the national seismic-resistant construction regime, the adoption of NSR-10, Law 1796 of 2016, and Decree 945 of 2017.
For the post-2017 framework, we also used current Ministry of Housing guidance on the July 2017 cutoff and Technical Occupancy Certificate and the Ministry's explanation of independent technical supervision. These sources are the basis for treating the newer oversight regime as a real structural-safety advantage rather than just a change in paperwork.
Historical failures were used as stress tests, not as a statistical sample of Medellín's building stock. The main cases are the official technical investigation into the Space collapse, Medellín's assessment of Continental Towers, and El Colombiano's documented history of Bernavento.
Site and seismic-risk analysis relies on current Medellín and Valle de Aburrá planning material, including Medellín's 2026 planning evidence on the 2019 seismic microzonation work, the municipality's methodology for formal adoption and further hazard refinement, and Valle de Aburrá geological and geotechnical material.
For current monitoring and building-condition evidence, we used DAGRD's description of its structural-damage and risk functions and Medellín's reporting on buildings receiving specialist structural follow-up. We combined those sources dimension by dimension rather than counting them as votes.
